As my OEM has a customized driver for integrated embedded GPU and did not get any updates, I assume aging hardware to be the cause and the symptom may depend on temperature within my notebook which is not hot. Sometimes, it does so for the whole screen, more often just the leftmost fourth of the display. Sometimes, it does so for 15-30 seconds, sometimes up to perhaps 8 minutes, often just a few minutes. In my case, it happens not only on the login screen but usually continues after being logged in. This happens to me on one notebook with Windows 10 21H2 including latest Windows and OEM (system firmware and driver) updates since a few weeks.
